John T. Dugan II, M.D.

Dr. Dugan earned his doctorate from Creighton University School of Medicine. He completed his internship and residency at the University of Texas Medical Branch. He served as Chief of the Division of Ophthalmology in the United States Army Medical Corps from 1975 to 1977. He is a board certified Diplomate of the American Board of Ophthalmology.

To stay up-to-date on the latest advancements in eye care, he maintains active memberships with the American Medical Association, Texas Medical Association, Alpha Omega Honor Medical Society, American Academy of Ophthalmology, Texas Ophthalmological Society, Nueces County Medical Society, and Corpus Christi Ophthalmological Society. He is a counselor for the state of Texas to the American Academy of Ophthalmology.

Dr. Dugan is active in the community and enjoys giving back to the city of Corpus Christi.

Anthony G. Eby, O.D.

Board Certified Glaucoma Specialist

Dr. Eby graduated from the University of Houston School of Optometry in 1983. He has been practicing at the Dugan Eye Institute for over 17 years. He is also a Board Certified Glaucoma and Therapeutic Specialist. Dr. Eby’s practice includes treatment of ocular emergencies, glaucoma, diabetes, infections, trauma, burns, cuts, foreign bodies, and even routine eye care.

Along with the Dugan Eye Institute, Dr. Eby teaches yearly continuing education classes to his fellow doctors. He also attends advanced education classes on a yearly basis to maintain a high level of competence.

Richard C. Lazarte, O.D.

Board Certified Glaucoma and Therapeutic Optometrist

Dr. Lazarte is a native of Corpus Christi and graduated from the University of Houston School of Optometry in 1977. After being in private practice for over 30 years, Dr. Lazarte joined the Dugan Eye Institute in 2008. Dr. Lazarte specializes in the fitting of all types of contact lenses, especially difficult-to-fit cases. He is also a Board Certified Glaucoma and Therapeutic Optometrist. Dr. Lazarte is experienced in the treatment of glaucoma, diabetic eye evaluations, dry eyes, infections, foreign bodies and comprehensive eye examinations.

Dr. Lazarte is involved in the local community and is a graduate of Leadership Corpus Christi. He has served on various boards and associations, such as the Women’s Shelter, Corpus Christi Crime Stoppers, Optimists and Lions clubs. Dr. Lazarte is a deacon in his church and has participated in missionary work both abroad and locally.
